Is Zi Wei Dou Shu the same as Chinese astrology?

It is one branch of it. "Chinese astrology" usually refers to the zodiac animals or BaZi; Zi Wei Dou Shu is the more detailed palace-and-star system historically used for in-depth readings.

Do I need my exact birth time?

You need your birth hour to the two-hour period. The hour rotates the entire palace wheel, so charts made without it are approximations at best.
